Unannounced Sovereignty

未宣布的主權

Unannounced sovereignty describes effective governing authority exercised without being formally declared or recognized as sovereignty. Control over infrastructure, standards, interfaces, and operational dependencies can establish practical rule-setting power in this form.

Unannounced sovereignty does not arise through constitutions, treaties, or public authorization. It emerges through control over infrastructure, standards, interfaces, and operational dependency.

In such conditions, power is real and effective, even when it is never explicitly named as sovereignty.

This separation between formal recognition and operational control can obscure who sets the rules, who carries the dependency, and where accountability can be directed.

This site does not assign legitimacy or illegitimacy.

Its purpose is to mark a condition of governance: authority operating without announcement, representation, or symbolic recognition.
